Position Title: Procurement Manager
About the Company: One of the major key players in the sugar and bioethanol production business, with large milling and sugar refinery operations in the country

Job Summary:

The position manages the performance of Procurement Teams from three (3) different locations and will be in charge of the strict implementation of policies and procedures to achieve high-quality materials and services from qualified vendors at optimum cost and in accordance with the required timeline. He/she looks for continuous process improvements to meet or exceed agreed service levels that will support long term goals of the company. He/she represents the department in the decision related to organization wide projects, goal setting, process improvement, innovation, staffing, policy set-up, risk management, and budgeting. He/she will be directly reporting to the Senior Procurement Manager.


  • Supervises the day-to-day administrative and operational activities of the subsidiaries of the company’s Procurement Team.
  • Recommends/source for vendors to be invited especially for lacking commodities
  • Reviews and approved Tabulation of Bids submitted by Procurement Associates
  • Approves and recommends Purchase Orders
  • Reviews contract drafts based on templates for major and critical requirements and monitors completion in coordination with Commercial Contracts/Legal team
  • Attends plant operation’s meeting
  • Discusses/meets with Sr. Manager for consolidated updates of the plant’s procurement activities, issues at site and  status of approved CAPEXs
  • Coordinates with Procurement Officers for the effective management of their direct reports
  • Monitors overall performance of the Procurement teams and vendors of the plants and do necessary actions in coordination with management
  • Updates Plant Heads on the status of major/critical requirements up to completion/delivery
  • As necessary, addresses and monitors completion of emergency requirements
  • Prepares performance evaluation report of direct reports
  • Trains new Procurement Associates

Management and Leadership

  • Attends Management Training and Leadership Trainings through HR
  • Manages the Procurement Teams’ overall performance 


  • Recommends strategic and cost reduction programs, improvement of processes and table of organization.

Administrative and Finance

  • Prepares monthly budget performance report including yearly budget requirement

Safety, Health, and Environment

  • Attends or assigns the team member to attend EMS Training and re-echo to Purchasing Associates and Buyers.


  • Actively participates in all improvement activities related to ISO or IMS as required by the job.
  • Performs other related duties as may be assigned or required by the job.
  • Consequences of failure to comply with defined duties may cause major stoppage on the machines or total plant shutdown if critical PR request will not be attended / major financial losses.

Basic Requirements:

  • Bachelor’s Degree/Post Graduate, Engineering (Mechanical/Electrical/ECE) or Logistics/Supply Management Courses
  • Supervisory experience in purchasing or material management preferably with background in Sugar and Ethanol Industry, Power Plant, Cost Engineering, Purchasing/Logistics/ Inventory Management ERP Systems
  • Preferably with Supply Management Certifications (CPP or CPSM)
  • Preferably a Licensed Engineer

Functional/Technical Competencies:

  • Management /Supervision /Leadership experience preferably in a shared services environment
  • Experience in preparation and implementation of Procurement Policies and Procedures
  • Problem Solving and Decision Making Skills (with specific tools, e.g. Root Cause Analysis)
